Africa Media Trust (AMT) is a youth-centered media organization that develops and supports programs for youth-centered media that offers comprehensive evidence-based and rights information on sexual reproductive health and rights (SRHR). Love Matters Kenya is AMT’s flagship project and it engages with young Kenyans (18-30 years old) through various digital platforms by delivering SRHR information, answering young people’s questions on love, sex, and relationships, engaging with young people directly through various platforms and refer them to relevant local health service providers.
AMT is currently working to strengthen her internal structures and part of this is aligning the policy documents/procedures with organizational culture, structures, operations, and the Kenyan legal environment. The objective is to improve operational efficiency and effectiveness.
The selected consultant will not have to develop the manuals from scratch but to build on and/or consolidate the available guidelines, tools, and procedures. Therefore, the consultant is only required to align and streamline the provided materials, as well as consider credible external resources for the development of required materials.
Purpose of Assignment
The purpose of the assignment is to engage the services of a consultant to undertake a review of the institutional and policy frameworks at AMT, identify gaps and address these gaps. The documents AMT seeks an experienced professional to strengthen the part of her operational efficiency and effectiveness contributing toward robust internal controls, transparency, and accountability. The consultant will be reviewing 6 policy documents namely: Finance, Procurement, M&E, Human Resource, Business Plan, and Operational Manuals.
AMT will provide specific ToRs for each manual with the qualified consultant during the briefing meeting.
The duration of this consultancy is 2 months. The consultant is expected to provide the first draft of the reviewed documents 1 month after the official commencement of the assignment and the final draft to be submitted 2 weeks after feedback is given on the first draft. The final version of the 6 documents shall be submitted 2 months after the commencement of the assignment. The specific start and end dates will be indicated in the contract.
AMT will provide the consultant with comments on the drafts within 7 working days and the consultant will be expected to submit a revised draft and final version within two weeks.
Roles and Responsibilities
The consultant will review 6 policy documents identified in the ‘Purpose of Assignment’ section.
- The consultant will undertake a review of existing institutional and policy frameworks to identify key gaps, overlaps, and conflicts that will inform and adapt recommended actions to strengthen internal structures.
- Put in place institutional and policy frameworks and guidance documents that are practical and provide an effective enabling environment for implementation, enforcement, and monitoring of organizational operations.
In carrying out this task, the consultant will meet physically with the AMT management twice: once to be briefed about client expectations and specific ToRs for each policy manual and two, to review the completed tasks. The parties will meet virtually during the consultancy should the need arise.
- Has at least 5 years of experience developing and/or reviewing policy documents for organizations/companies operating in Kenya
- Conversant with the Kenyan legal environment and general organizational operations
- Has a progressive view of Sexuality and Sexual Reproductive Health and Rights (SRHR)
- Is a good communicator with strong interpersonal skills
